Gary Toms Empire were a New York funk outfit best known for "7-6-5-4-3-2-1 (Blow Your Whistle)." This 1978 US promo 12" on Mercury pairs the disco rework of "Welcome To Harlem" with an edited "It's All Up To You," both written by Alvin Fields and Michael Zager. Patrick Adams, prolific arranger behind dozens of late-70s NYC dance records, contributed uncredited arrangements.
